I recommend that you look at books that you like that are most like your work and find out who edited that book. That would be a good contact. Or you can check out the Writer’s Market and find that editor and submit your work. Make sure that you mention what works drew you to that editor; be personal in a business sense, but also be brief and concise.
I also suggest that you attend a writer’s convention (e.g. Worldcon, etc.). This is a place to directly meet and talk with other writers, agents, editors, and staff from publishing companies. It is a great place to make contacts.

Tor has a lot of different editors so pay attention and get to know them by following their blogs and such. Find some that you think would be interested in your work and try to meet them at conventions if possible (that’s what I did).
